Sending EMail - icon on Preview Screen

Env RB Enterprise 12.01 Build 197.
Delphi 2007
On the standard report preview screen we seem unable to disable/hide the
email icon.
If we set the report property emailsettings.enabled := FALSE then I would
not expect the email icon in the preview screen but despite our best efforts
it is displayed all the time and we cannot stop users from being able to
email reports.
Although I cannot check I feel sure that we had correct functionality using
11.xx
