Tiff pixel count

essentially I am trying to get a multipage tiff of
1728 by 2200 pixels
8.5 by 11 page size
200 pixels/inch

How can this be achieved?

We are currently researching and working on being able to produce directly
faxable TIFF images using the TiffDevice. If you would like to send me an
