Installation Problem

Delphi 7
Downloaded and installed V 9.02.
The components are not appearing on the RBServer Palette unless I enter
the "Install Components" page of the Delphi IDE. If I then click, the
components appear. But on close and reopen Delphi I need to repeat the
process each time.
I have uninstalled and reinstalled several times and I have searched for
stray and deleted bpl files which appear relevant.
What am I missing ?

Access the Component | Install Packages dialog of the Delphi IDE and
configure the components (as you have done before). Prior to closing the
dialog, select the Default checkbox that appears at the lower left. Then
close all projects and exit Delphi.
Delphi has an annoying feature that when you open a project it can uninstall
packages. It tries to remember which packages you had installed before.
