Web RbServer as a Service: "Unable to register application as a COM server" error

WebTier works properly and report server runs fine as a standard
application, I can see my reports working.
Sample server runs fine as service.

In uses clause of main TForm there is rsServerActiveX, code is as follow:

unit rbMain;

interface

uses
Forms, Menus, Classes,
ppComm, ppRelatv, ppProd, ppArchiv, rsServer, rsServerActiveX;

Searched messages, but I wasn't able to find anything suitable for
solving my problem.
