storing images to be loaded at runtime

I have a bunch of tax forms that are based on .jpg image files that I need
to store for my app to load dynamically at run time. i would just put them
into a directory, but we want to avoid users messing with them.

I have heard that there is a proprietary report builder storage format that
could maybe be used to hold the images for run-time. This rumor also
indicated that the images would have to start out in .wmf format.

Any advice in this area? The .dfm size of the various reports has the size
of the .exe up to about 18mb, which isn't sitting very well with the client
and we'd like to shrink it if we can.
