Align left/right/top/bottom is wrong

Alignment tool pallete does not align oblects with the first selected
object. It aligns with the TOP object.

    I researched this. It works at run-time. The error occurs at Delphi
    design-time, when using Delphi 2010, XE, and XE2.

    Will try to fix this for the next maintenance release, RB 14.03
