ReportBuilder 7 was not designed for Windows Vista/7. We actually
discontinued support for RB 7 before these operating systems were released.

I highly recommend that you consider upgrading your version of
ReportBuilder to the latest (RB 12.04). This version is tested to
function correctly with the latest Windows OS and contains hundreds of
new and useful reporting features.
